Understanding Martyn’s Law

What is Martyn’s Law – New legislation entitled Terrorism (Protection of Premises) Act 2025 known as Martyn’s Law entered the statute books in April 2025. Named in memory of Martyn Hett, one of the victims of the Manchester arena terrorist attack in 2017. This law will improve protective security and organisational preparedness across the UK by requiring that those responsible for certain premises and events consider how they would respond to a terrorist attack.

Who’s affected?

Any premises where 200 or more people may be present. The law operates on two tiers with increasing requirements based on capacity.
Standard Tier 200-799,
Enhanced Tier 800 +

What's Required

Organisations must implement reasonably practicable public protection procedures/measures depending on the capacity of the premises, and are legally obliged to consider the risk of a terrorist attack to their premises or event and to take proportionate steps to protect the public.
